No. That's like "Very/Too I did not go fast.", it does not make sense, příliš should be in front of rychle for "too fast".

"jsem" (and other forms of "být" - to be) is one of the words that must be in the second position. So some of the possibilities here are:

  • Nejel jsem příliš rychle.
  • Já jsem nejel příliš rychle.
  • Příliš rychle jsem nejel. (still 2nd position)

"Nešel jsem příliš rychle."

chodit is repeated, so it would be "I didn't go/walk too fast."
