I believe this is supposed to mean "Count to see if all the children are in the bus," but the solution says "Count if all the children..." which sounds wrong.

"Count wether all the children are in the bus" should be accepted as it is a more natural english phrase

This is a horrible English translation. It may be how the idea is said in Danish, but in English you would have to say something like, 'count to see whether all the children are on the bus'. So, it may be considered another idiom in Danish which needs to not be translated literally.

It's a very informal way of phrasing it that I don't think all native speakers may be comfortable with.
