Yes, I'm with Lng52: ''People'' is definitely better than ''persons'' here. Personally, I don't know how or why ''persons'' has replaced ''people'', but that's besides the point!

"Persons" is only really used in official/legal situations. Romanian learners of English like to use it in all situations, however!

Native English speaker: definitely "the people", unless you are Sherlock Holmes and talking about " the persons under suspicion" or the American "persons of interest". There is also the phrase "persons unknown". However, normally the plural of person is people.
