Are the powers that be thinking of eliminating the Tips & Notes altogether?

The Tips & Notes are the main reason I use Duolingo. I sincerely hope they stick around at least on the non-mobile website.

Really, I think they are what sets Duolingo apart from many other websites, as well as the learning method. They provide essential information about each topic, and they help clear easily-confused things up, such as consonant mutations in the 1SG conjugation of Russian verbs, or what article to use with a masculine accusative noun in German.

Have you seen the interface change in the desktop lessons? It looks a lot like the interface in the mobile app and the new mobile site. And you can’t access the Tips & Notes from either. This, I fear, may spread to the desktop site.

About tips and notes: I'm pretty sure I've read somewhere they're going to add Tips & Notes to the app. But I can't find any discussion to prove it now, so it just might be my imagination. ;)

And here is a quote from that post that the OP might find comforting:

"Does this mean the website is going to become just like the apps?!

Not exactly, as this change relates only to the look of the exercises themselves. The design of the lessons on web has not received an update in a while, and the goal of this is to unify Duolingo a bit more and to pave the way for newer features. There are currently no specific plans of removing exercises or porting other features to web."
