what about the simple past? Der Bär schlief.

Since the English sentence specifically uses the perfect aspect (has slept), the same is required in the German sentence (as the simple past does not imply the same perfect aspect). If the English sentence were "The bear slept", then both perfect and imperfect in German would be accepted.
