Yes, but only in negative sentences. とても is for positive sentences.

E.g.
あまりおいしくない = Not very delicious
とてもおいしい = Very delicious

There is an exception where you can use あまり in a positive sentence, where it connotes something negative. E.g. あまりあまい = Very sweet (maybe too much).

余り (amari) - not very

あまり is usually written in kana, but I think if you submitted an error report the kanji would be accepted.
