Probably a silly question, so forgive me, but why isn't "in" at the end of the sentence?

"Tussen ... in" is a so-called circumposition: it wraps around a noun (or pronoun, in this case). It doesn't necessarily move "in" to the end of the sentence.

On the other hand, the infinitive "zitten" is moved to the end because of the modal verb "mogen".
