Does the Ukrainian school system work like the American one by starting with low grades and counting up (kindergarten followed by grades 1, 2, ... , 12)?

I don't know the American system, but in Ukraine it is similar to what you've described - children start school after kindergarten at 6 or 7, this is grade 1. Then it's counting up to 11 or 12 (it was 11 when I was in school, but I believe the last year is 12 now).

What about "10th grade"?

I agree--that should be an acceptable answer.

"The tenth grade" is an Americanism. In Canada it would more commonly be "Grade ten".
