The original maker was Luis Von Ahn, along with graduate student Severin Hacker, and developed along with Atonio Navas, Vicki Cheung, Marsel Uekermann, Brendan Meeder, Hector Villafuerte, and Jose Fuentes.

I think it was 2009.Duolingo was awarded in 2015 for it's activities in learning.They started an offline learning private sector ( optional ) for $10 a month.Session generator was added in 2017.Duolingo has 80% users on desktop,while 20% on mobile app users.
