Apparently this is a friendly way for calling someone a fool, i think of it as similar to calling a friend a pillock ... I might be wrong about how rude it is though

I've heard people say “Jongen, pannenkoek" to signify distain at someone's stupid or clumsy action. It's not common, but it is hilarious.
