Shouldn't this be "What is he loading? Or is it meant in a more colloquial way? As in.. A: "He's loading a virus." B: "He's loading what?!"

In the german sentence the emphasis is on was.
The normal construction would be Was lädt er? (translated as What is he loading?), but here the question word is at the end so the correct translation is He's loading what?.

It's like the asker is surprised (by the thing being loaded) and puts was/what at the end of the question.
