Because Duo makes difference between that/the = ten, ta, to, ... and this = tento, tato, toto, ...

That man sounds foreign seems to convey the same message as ' that man sounds like a foreigner'

Many sentences convey the same (actually just similar) message, yet it would be a mistake to consider them translations of a given sentence. Your sentence translates as "Ten muž zní cize."

For instance, "I think that man is a foreigner" also conveys a similar message, but it's clearly a different sentence.
