I don't think it's the case because 妈妈 is equivalent to "mom". "Mom" is the same person as "mother" but with a much different tone. You wouldn't use "mom" in, let us say, presenting your mother for a formal person you are not close to.
I said "Father loves mother" and cannot bring myself to say "Dad loves mom"; this I suspect is an American expression not used in Australia - at least the "mom" bit!
