Why "me" is not translated? It would be perfectly right. And this would sound better with "мене". Similar sentence in Russian "Скажите мне, пожалуйста, который час" sounds a bit more polite with "мне"

Short answer: you can use it or omit it. The answers with "Скажи мені,..." and "Скажіть мені, ..." should definitely be accepted.

A longer answer. It depends on the register (ти-ви). The official answer is "Скажи, будь ласка, котра година?", it's informal, you can actually add "мені" and it would still sound fine ("Скажи мені, будь ласка, котра година?"), but it doesn't sound more polite with мені. If you omit мені, the phrase looks more... dynamic, I don't know. I'd probably skip мені 90% of the time in this case.

For "ви" form (скажіть), which is also an acceptable translation, I agree that the full form sounds a little bit more polite, but мені could be omitted anyway.

"Скажіть мені, будь ласка, котра година?"

"Скажіть, будь ласка, котра година?"

Yeah, the first one is a little better.
