Sounds like an interesting restaurant
Quite a few restaurants I have been to in China don't have many plates, if any. Most people eat from bowls.
"Sorry, we have no plates" should be accepted, reported on Nov. 18. 2017.

As a native English speaker in Canada, this proposed option does not sound proper to me.
"We don't have plates" and "We have no plates" are totally equivalent in English.
I think 'we have no plates' should be acceptable.
When will we learn, "Yes! We have no bananas. We have no bananas today." ?
Sorry, we have no plates. The words, 没有, as I learned it, is to have none - literally the absence of something. As in I 没有 patience for the rigid system Duolingo uses. LOL.
You'll just have to eat out of the take away food carton.
