Se risquer difficilement

What does "Les voies ferrées se risquent difficilement à travers la partie centrale de la montagne." mean?

Se risquer should mean to take a risk. This is a personification. I'd take it it's a fancy way of saying that the the train rails go through the central part of the mountain.

The railroad tracks are very risky to go through the central part of the mountain. Is roughly what it means.
