That's not how translation works. You have translate the words and ideas, not each character. Get a chinese dictionary app and look up the character. 准 is more like standard or exact in this case.

No, more like "accurate". So literally more like "please accurate time arrive". Using "on" is an English idiomatic expression as you are literally ON nothing.
