And I am hearing zhuǎn shí!
Is zhui shi a regional pronunciation? I thought it was zhun shi.

No, more like "accurate". So literally more like "please accurate time arrive". Using "on" is an English idiomatic expression as you are literally ON nothing.
That's not how translation works. You have translate the words and ideas, not each character. Get a chinese dictionary app and look up the character. 准 is more like standard or exact in this case.
In the audio the word 到 (dào) sounds more like 大 (dà). I don't hear any "o" sound no matter how hard I try. Is the audio wrong or is that yet another regional variation in pronunciation?
