Is it always possible to drop the 子 on 叉子? Or only when referring to a common pairing like 刀和叉?

Yes, at least colloquially. Another common pairing is 刀叉.

The English sentence should be "We don't have knives or forks."

Why? 和= and 或 = or

I have heard more often though: 我要刀子跟叉子
