why is difficile offered as an option but is not accepted?


The suggestions are just that - suggested translations of that word but they do not contextualise the word in the given sentence.
If something is hard to achieve it might be considered difficile however the sentence is speaking of "the law" which isn't "difficult", per se, but "hard, tough", hence dure.
