At the Rhine is not English usage. We wiukd say "on the Rhine".

I don't understand what it's trying to say. Obviously the Rhine is in Germany but that's still not helping. Is this a German saying?

Ich verstehe auch nicht. Frankfurt lies on the Rhine, sure, but the whole of Germany? Weird.
