When do you use "al" ?

Why do you say "ve al nino" instead of "ve el nino" in Spanish?

There is something in Spanish called the personal "a." It's used before people and pets when they are the direct object. More info: http://www.studyspanish.com/lessons/persa.htm

I believe it's a combination of two words "a" and "el".
