why do you not need 和 between each in the list
It's more natural to skip 和 at all when listing things. 火锅里有肉、菜、鱼。
For the same reason that in English you only use "and" at the end list item
我可以写 “在火锅里有…” 吗
No, not really. 在 is not a perfect translation for the English "in" .
