All characters in regular script comprise variations on a small number of basic strokes.
The order in which they are written usually follows these principles. There is a comparatively small number of characters where multiple valid stroke orders exist.
I suggest you look up the stroke order of new characters and practise writing them out on paper several times. Once you have a decent number of characters under your belt, you will have internalised the general rules and will be able to guess the stroke order of an unfamiliar character with accuracy. Achieving this ability is really much easier than you might think, as the vast majority of unfamiliar characters are composed of components with which you will be already familiar.
