Think of it as "Today it (= the weather) will become hot".

In "Heute wird es heiß werden", "wird" signifies the future tense and "werden" means "become": "es wird werden" = "it will become".

"Heute wird es heiß" is (theoretically) present tense: "Today it becomes hot". Here, "es wird" means "it becomes".
