I am guessing that wel acts as an intensifier, so that it is useful to contradict a previous statement with which you disagree, or to stress your preferred option in a discussion. Seems like a handy little phrase.
Peter: John does not like golf. John: Ik houd wel van golf!
I do like golf. I do so like golf. I certainly do like it. I beg to differ: I like golf a lot.
So Ik denk het wel is open to many translations in English.
I do think so, I believe so!, I firmly believe (that), We would be well advised (to), I am convinced (the government should) etc
