Topic and Subject both mean the same thing.

Issue often refers to a problem to be discussed or solved.

All three words have several meanings, in one way they are synonyms meaning, loosely, an item of interest.

Issue: usually it means the item of interest is problematic or is or is a problomatic answer to a problem.

Topic: the item of interest under our attention

Subject: the basic item of interest

These are generalities. Only generalities.

I would use and understand the use of issue to be a controversial look or order of the item of interest.

I would use and understand the use of topic to be an overview or large,long look at the item of interest.

I would use and understand the use of subject to be a very specific look at the item of interest.

Examples:

The issue of language learning has many answers. Duolingo is one.

The topic of language learning has been with us since the tower of Babel.

The subject of this post has been boringly explored.
