"We don't have the sun here often. It's cold."

"We often don't have the sun here" and "we often don't have sunlight here" should be accepted

Is there a way to distinguish between "Often, we don't have the sun" and "It is not often that we have the sun"? The reason I ask is, the English sentence feels more like the latter, but I have a feeling the Mandarin one leans towards the former. Am I right about that? Could one say 这儿不经常有太阳 for the latter?
