Lojban is not as popular as Esperanto, and it has just a few fluent spekears, I don't know if there's a site that completely teaches Lojban, but here are some links: https://mw.lojban.org/papri/Welcome!/en

These sites aren't exactly websites like Duolingo or anything, but they are the sites I use as I learn. In my experience, the most effective way I learn languages is through absorption and application. The links below include a list of most words, plus a translator (that only works Lojban→English) to experiment with.
