Could "Qui l'a permis?" work here?

If not, is there an easy way to remember which to use? Merci beaucoup!

Just guessing here that "permis" shows intent whereas "laissé" would be interpreted as accidental or negligent -- letting something happen rather than actively permitting.

What about "Qui est-ce que a permis cela?" to my mind it's the difference between saying "Who is it who allowed this to happen?" versus "Who is it that permitted this to happen?" which seem like they have the same meaning.
