Could "Qui l'a permis?" work here?
If not, is there an easy way to remember which to use? Merci beaucoup!
(I would have tried it myself, but got the question with word tiles rather than straight entry)

Qui l'a permis was accepted for me just now.
So was Qui l'as permise ? (Viewing D.O. l' as feminine la.)
I wrote "Qui l'a laisse?" (with accent aigu on the e)-- can someone let me know why this answer is not correct? Merci
Just guessing here that "permis" shows intent whereas "laissé" would be interpreted as accidental or negligent -- letting something happen rather than actively permitting.
What about "Qui est-ce que a permis cela?" to my mind it's the difference between saying "Who is it who allowed this to happen?" versus "Who is it that permitted this to happen?" which seem like they have the same meaning.
