As a native english speaker, this phrase doesn't make sense to me. Is the aim of this question to confirm if the speaker should be driving on the left? I would have though the "where" at the beginning would not be required and the sentance would become "does traffic travel on the left?"

Or you could be asking in what countries one drives on the left. As xMerrie says above, the traffic in Ireland and the U.K. is on the left, but they are not the only countries where this happens. I know that traffic is on the left in Japan and Australia, and I think it is that way in New Zealand, too.
