Translation:The wind is blowing hard.
It shouldn't be in continuous tense. It should be, "The wind blows hard."
Or literally, "the wind blows strongly."
What about "the wind is blowing heavily"?
I haven't heard that in English.
Both translations sound good.

"It is really windy" is a natural translation
