I thought that in spoken Korean nowadays "ne(ga)" is pronouced as "ni(ga)," and if you hear the sound "ne," it's actually "nae," since /ae/ and /e/ have merged?

I've heard it pronounced as "니가" in informal situations, but as "네가" in more formal ones. but not so formal. like, that is actually a rather impolite form. and if you heard "네가 / 내가", then you have to guess whether it meant "I" or "you" by context. I read it here, on some duolingo forum, and so I remembered it, so it might not be right
