Does ~고 하다 mean to say?
자고 하다 - say let's do something, 다고 하다 - (someone) says something, 라고 하다 - (someone says) do something, 냐고 하다 - (someone) asks something

-자고 implies a proposal, suggestion. So the translation into English (indirect speech) should be:
"The owner advised us to lie"
"Let's lie" is direct speech.
