On the mobile you can switch your keyboard from standard to gboard. It allows you to switch languages and keyboards in just two clicks.

You can get Hebrew through Windows update.

Go to Start > Control Panel > Clock, Language, and Region > Change Keyboards or other input methods > Change keyboards > and under the installed services window click the Add button. Search for Hebrew. Highlight it. Click OK!

Sorry, it looks like I cannot paste a screenshot or image.

On my computer I just use a Russian site where you can type on your normal keyboard and it converts the Latin letters into Hebrew letters automatically. So if you type "r" you get "ר" and you type "a" you get "א" and a "ש" for "sh" and so on... Sometimes it's a little confusing because you have to type "f" to get "פ" but "פ" doesn't always sound like "f" and you automatically type a p... but for me it's still the fastest way to type and then copy-paste it into Duolingo.

But maybe the download works faster...

For Duolingo, I use the DuoKeyboard chrome extension.
For typing outside of Duolingo, it depends if you have windows, mac, chromeOS, etc. Each system has its own way to add a different language keyboard and shortcuts to switch between the different language keyboard.
