Are there times when you wouldn't use one or the other?
Außen is used to refer to the outside OF something. The outer side. For instance,
Mein Auto is außen schmutzig. My car is dirty on the outside.
Draußen is used to refer to things being outside of something, as in, not in them. Out of the room, outside, etc.
Die Kinder spielen draußen. The children are playing outside.
Innen and drinnen have the same difference.
