Is 来 necessary? Is that what implies "here" instead of somewhere else?

Exactly. Without 来 we would probably assume they are "going" somewhere instead of "coming" to where we are/in our direction. You could also translate this as "drive over" if so inclined (though Duolingo may not accept it yet).
