The English is fine (at least in the US), but my question is why not "si o jumatate"?

That works as well from a literary point of view, but we do not use it like that, we usually skip the "o".

Ahhh, for anyone struggling, the grammar translates like "I have one and a half million horses" but "one and a half million" could also be read like how some Southern US people say "A million and a half". It's considered improper in English when used like that, but in Romanian and in this context it fits perfectly. Took some mental gymnastics as a US learner but I think I got it!
