What does 'günstig' mean? Because I thought cheap was 'billig'.

Generally, they both mean cheap. =)
"billig" is a bit more informal or colloquial and depending on the context it can have the same ambiguous meaning as in English - a person being cheap or a thing not being well-made, not looking valuable.
