Why 请准时到 and not 请到准时?

My guess: 准时 is the time component, so it needs to go before the verb. Isn't Please arrive at 4 请四点到 ?

If 请安时到。is not acceptable, could someone explain why? Also, if it is acceptable what are the subtle differences between the two?

时到 would be correct
