Hi

I have moved from Level 13 to Level 17, but remain stuck at 65% fluency.

Does anyone know how this works, or if the two are related?

on the bottom link it says the highest fluency that you can get is somewhere around 50-60% so if you're friend got a 75% he's doing pretty good.

They aren't related. The fluency meter is absolute crap, and you should ignore it.

I believe 65% might be the absolute maximum you can reach on Duo. Could certainly be wrong though

The fluency level is not true. My friend, who is fluent in Spanish, got 75% fluent in Spanish. They have been speaking Spanish there whole lives.

The level is just for xp, where you could just do the first level over and over(I don't see why you would) but you could get to a high level.
