Ne pas ain't always a sandwich!

Getting confused here:

What is the difference between having a verb between "ne pas" or having "ne pas" and THEN a verb?

Here's an example:

Bonjour tous le monde! Comment allez-vous? Pardonnez-moi de NE utiliser PAS d'accents, mais je trouve qu'ils sont difficiles à écrire.

OR

Bonjour tous le monde! Comment allez-vous? Pardonnez-moi de NE PAS utiliser d'accents, mais je trouve qu'ils sont difficiles à écrire.

Is only one correct? Are both correct? Can you give some other examples where "ne pas" and then a verb is used?

P.S. With this new discovery, I've lost faith in French teachers who constantly hammered in the "ne pas sandwich." My whole life is a lie!

When the verb in conjugated, ne ... pas surrounds it: je ne mange pas

In a coumpound tense, only the conjugated auxiliary gets included: je n'ai pas mangé, je ne vais pas manger

However, when the verb is in its infinitive form, both ne and pas come before it: ne pas manger

You will find "ne pas" + infinitive frequently on signs in France.

Merci de ne pas fumer. / Thank you for not smoking
Prière de ne pas stationner devant la porte. / Please do not park in front of the door.
Prière de ne rien jeter dans ces WC. / Please do not throw anything in these toilettes.

It's "Pardonnez-moi de ne pas utiliser d'accents" because it's used as an infinitive. But if you were saying you don't use accents it would be "Je n'utilise pas d'accents". Hope this helps! :D

I just found out about ne pas when I ran across "Etre ou ne pas etre" here on Duolingo. As has been explained above, it's because etre here has not been conjugated.
