What is Duolingo's philosophy behind strengthening exercises?

No matter how often I log in, I seem to be getting clobbered with a flood of weakening completed exercises. My German course is breaking out like a rash. I strengthen 2 and am handed 5 new exercises to strengthen. Another problem is the inability to restore exercises to full strength upon completion of the strengthen exercise. This is happening in both German and Spanish. There is also the issue of having my progress percentage reduced by a point (e.g. 53% yesterday/ 52% today) even when caught up and logging in daily (Spanish). Could you post your rationale? That's normal.

My German course is breaking out like a rash. I strengthen 2 and am handed 5 new exercises to strengthen.

That's normal too. However, you don't have to keep your skills at full strength.

Sometimes there is a small bug.
Workaround:
Repeat one or more of the lessons of the skill, starting at the last lesson.
