I worked so hard for turning all the lessons gold... I always studied that way: Studying lessons I've seen before and after, the new lessons. And now all my lessons are showing ''1'' crown. What should I return to basics? Where is my progress? I didn't like it at all.

Go back to beginning and start again and they will turn gold up to 5 times, then it's just a matter of going over everything till fluent but you probably know that by now as your post is a year old

I've posted this in a couple of places, but try using this as a guide for your learning: https://duolingo.eu/jazztruman/progress/ It shows your strength in each skill under the old system (100%=gold). Completing 1 crown in each skill is equivalent to completing the skill in the old system. This progress page shows such skills as gold. They will gradually fade with time, and then you can use this info to see which skills to strengthen back to gold. My learning plan now is to strengthen skills as they fade by doing the next few lessons in such skills. That will gradually move me towards 5 crowns, but I'll be spending my time working on skills that are of most value for me.

I have crowns but no skill level

Crowns (1 - 5) is the same thing as Skill level (1 - 5).
"Crowns" and "Skill Level" are synonyms.

No, that’s not what he’s talking about. I have the same thing, a crown tab on the top bar in the app, but no option to level up skills.

When I click on a skill set, it says I have done "3 out of 5" lessons (for example).
When I finish all 5 lessons, instead of strength bars, like I see on the website, I see a crown with a number 1 on it.
Now when I click on that same skill set, I see I have 0 out of 10 lessons (for example).
I now have to do 10 lessons (instead of 5) to get a second crown.
Then I have to do even more lessons to get the third through fifth crowns on that same skill set.

The exercises I am given change, too.
Lower crown levels give me easier exercises and at the higher crown levels I have more difficult exercises.

I have a crown icon in the top bar on the app, but it's like the streak icon. It just shows me the total number of crowns I've earned. It's not really a tab. I wish I could post some screen shots but I don't have my Android device with me right now.

We assumed from the skill level announcement and the accompanying screenshots that skill levels (or crowns) were going to be embedded in each skill, and the way you explained them certainly seems to fit the description. But, what some of us got was just this one crown on the top bar; nothing else has changed to suggest that the skill level feature is being implemented the way it's been described (the screenshot is taken from iOS ).

The Chinese course on duolingo app on iOS with a top bar for learning information, a large area in the middle showing the first four skills from the Chinese language tree, and another bar at the bottom of the page showing the tabs constituting the app: the skill tree tab, the health tab, the user profile tab, and "Clubs" tab, and Lingot store tab. The top bar shows the Chinese flag icon (on the left), the streak number, a crown icon in light gray, and the number of gems earned (1229 gems).

I think he might be talking about the golden crowns that have taken the place of the proficiency scale for courses that don't have one.

Its a way for DuoLingo to make money because rather than practice skills that dont have full gold bars, you need to buy gems...I'm salty because now I can't practice skills to earn health anymore.

You could try using this page: https://duolingo.eu/Evanjchen/progress/ Irrespective of crowns, it shows you which skills are at 100% strength, which need strengthening, which you're learning, and which you haven't started yet. I wasn't sure how to proceed forward with my learning when crowns appeared, but using this page, I can continue to strengthen skills that had faded (based on Duolingo's spaced repetition algorithm). If I do a new lesson in that skill (or a few more if the skill has faded more), then it promotes the skill back to gold. That way I'm doing lessons in skills that are helpful to me, rather than aimlessly working towards more crowns.
