the sentence sounds strange - right? What I believe this refers to is the practice of putting syrup (a.k.a. sirop?) into the cake. Often at the pastry shops or bakeries they sell pieces of cake. Where in America the typical cake is dry except for the frosting - in Romania the typical cake is soaked with a syrup, and possibly essence of rum, and somehow it's done without the cake dissolving into a goo.
