Does Spanish combine ? and ! in the way English sometimes does?

E.g., "What the hell!?" and "¡¿Qué diablos ?!"

Yes, it does. You can either add both like you did, it works in any order (e.g. ¡¿Qué diablos?! or ¿¡Qué diablos!?) or you could also use one at the beginning and the other at the end (e.g. ¡Qué diablos? or ¿Qué diablos!). Using both at the beginning and the end is preferable though.

i may be wrong (again) but i think i doesn't. often at least. It is probably done its just not very common

Yep, but only in informal writing, cartoons or transcripts, it is very uncommon (I use it in chatting). ¡¡¿¿Quueeeéééé??!!
