Except when said by the second tallest person in the world who just killed the record holder. Mirror, mirror on the wall...

"Who in the world is the tallest person now?" should also be accepted.

Agreed. "Now" or "right now" works best at the end.

Is 'now' really necessary? Isn't it implied? I think that Chinese uses time phrases to make up for tenses.

I think "currently" at the end of the sentence would sound better in English even though that's not exactly what the Chinese is saying.

Who is the world's tallest person now? And, why do I feel like a mental midget on this tree?

This would sound more natural if it was "Right now, who is the tallest person in the world?" I think.
