Yeah, so 3rd tones are commonly not fully voiced (the rising portion is omitted) when mid-sentence. 3rd tones are only fully voiced for emphasis or when ending a thought.

他的猫 is ambiguous in number, so "cat" or "cats" is correct.

The lesson should emphasize that 他只猫 always means one, so only "cat" is correct.
