Is there any difference in meaning or usage between "El inglés es fácil" and "Inglés es fácil"?

Yes. You cannot say "Inglés es fácil" when you speak about the language, it is only acceptable when you speak about the subject of study, i.e. a class at school or college. It is the same with "matemáticas": "Me gusta Matemáticas" (your Math class) and "Me gustan las matemáticas" (the science itself).
