Bot User?

So, recently, a person with the username MartinVu5 started following me. Some days back, I saw that he had been following around 3000 people. Now, I see that he is following 4000+ people.

Is it a bot user? Who will randomly follow lots of people and change username to something strange?

[I have had this situation before. Some person started following me and lots of other people, and then one day suddenly changed username to some kind of strange website link]

Anyways, should I fill up a Bug Report? Or any suggestions? Or any views?

No. It's not against the rules. But this guy's following an absurdly large number of people, and the number of people he's following is increasing at a high rate.

This was suspicious, so I thought it would be good to bring it to notice of others.

I had a demanding follower who I refused to follow back. Last time I could view followers (I have opted out of leagues) she/he/it had immeasurable quantities of followers, which just grew overnight. Something felt really "off" about it.... Also I wondered if it was automated, as I would receive an email every day asking to be followed. Last time I looked (maybe a month ago) I decided never to look again, as the numbers were becoming of total and utter impossibility.

The guy is now following 8000+, almost 9000 users XD. That is an alarmingly fast rate, considering that it has gone up by approximately 2000 since Kino289's post four hours earlier. In the meantime, block MartinVu5 just to be safe.

EDIT: I think that MartinVu5 may not be a bot user since he stopped mass-following people, or has temporarily put a hold on that. The number of people that he is following did not increase or decrease by much, if at all, since yesterday.

By Bot User, I mean that this guy's account could be hacked, and the hacker might be running scripts which automatically make the account follow every person it can find.

It might so happen that the account is not hacked, but the user is himself running scripts to automate the task of following others.

[A less likely case is also that, this guy actually loves to follow people. And hence his craze for following others]

This did occur to me. Maybe the poor thing just wanted to appear 'popular!' But it really went way and beyond that and at an alarming rate...not really humanly possible.

i think if he had like lvl 1 in one language i'd say its a bot, but since he does appear to be actually learning languages and not just spamming follows, i guess it's just a guy that likes following people

You might be right. Let's do one thing. We observe him for some time, see if he's actually doing any lessons or only following people.

Let's give that particular user the benefit of the doubt. He might be following users to sieve out the more active ones. I used to do that as a new user as well, but with duolingo.eu, I have no need for this practice anymore.
