Why is it -wIj and not -wI this time?

There are two different noun suffixes meaning "my", depending on whether the noun it is being attached to is a "being capable of language" or not. If it is a being capable of language, then the "my" suffix is -wI'. If it is not a being or not capable of language, then the "my" suffix is -wIj.
